(Memphis 2/1/2010) Outside 1062 Highland, there no signs of chaos here just a few hours earlier.

The commotion got Tim Horton's attention.

"All sirens and stuff went off. They were all down here at first, up in the drive and all of that. Then the next thing they were up there blocking the street off." says Horton, who lives down the street.

Police say 38 year old Theodore Hamer arrived at the home he shares with his girfriend and kids.

In the police report, the girlfriend said 'Hamer was acting as if he was possessed by the Devil. He grabbed the older and younger son, and shot the television. In the process his 3 year old son Caleb was shot in the right foot.'

Caleb was taken to Le Bonhuer Children's Medical Center in non-critical condition.

Meanwhile police were in a stand off with Hamer, who refused to open the door.

He eventually gave up.

"He told him to hold his hands up and get on the ground. That's when I went in. I was afraid there was gonna be some shooting going on," says Horton.

Hours later, police recovered a gun at a house not far from Hamer's home.

They believe it's connected to the case.

Hamer has been charged with aggravated assault and being a convicted felon in possession of a hand gun.

He has a long list of arrests.

Neighbors say the family kept to themselves but Hamer seemed very strict.

"He was crazy sometimes yelling and hollering," says Gorton.
